Council Approves Feasibility Study
The Speedway Town Council is becoming more cognizant of the value of space and its role in the town's improvement plans. In keeping with these ideas, the council hired Hannum, Wagle, Cline to conduct a street department feasibility study.
The idea that the street department building could better serve the community in a different location has been circulating for several months when Town Manager John McCurtain organized a community center committee last summer. The committee is charged with investigating the possibility of constructing a community center. According to McCurtain, the committee considered that the street department's location as a prime site for a community center because of its proximity to the Leonard Park, the schools, and the B & O Trail corridor.
According to James Rice, PE, of Hannum,Wagle, Cline, the study would last about 60 days to assess the proper location of the street department. He told the council, at the January 22 meeting, that the cost would not exceed $12,000. Rice listed multiple options the study would include. The first option would be examining the street department "as is", meaning its current location. The second option would examine the vacant building south of Allison Transmission on Cossell Road. The Merrell Brothers recently acquired the property according to McCurtain. In a previous meeting, the town discussed a desire to purchase the property for a new street department location, but it was never mentioned if the town submitted a bid to purchase the property. The third option is examining the land surrounding the wastewater treatment plant.
In other related contract news, the council approved of Merrell Brothers to have right to access at Speedway Waste Water Treatment Plant and the town to have access to the Merrell's brother recently acquired property. The Merrell Brothers are looking to see if it cost-effective to build a septic separation plant at the Cossell Road or on property adjacent to the waste water treatment plant. McCurtain said either location is fine because they neither abut residential neighborhoods. Merrell Brothers would collect septic waste and separate the solids and sent the rest to the treatment plant. They would be responsible for sludge disposal.
