Speedway Town Council Approves Rate Study
The Speedway Town Council approved of Crowe Chizek to conduct a utility
rate study in the areas of water, sewer and storm water.
Councilor Lu Hillmer said the March 12 approval for the company to examine
utilities rates occur about every two years, and it does not mean rate
hikes are definite.
The approval also included contract costs for each utility study. The water
rate study ranged from $9,000 to $12,000. The sewage rate study ranged
from $13,000 to $16,000 and the storm water rate feasibility study ranged
from $6,000 to $8,000. The town does not currently have a storm water fee,
but Town Manager John McCurtain said the storm water rate is being examined
as a possibility to help cover the proposed $21.3 million waste water plant
expansion.
The City of Indianapolis has a storm water fee of $27.00 that is used to
alleviate surface water problems that create septic problems, raw sewage
overflows, and infiltration into the sanitary sewer lines. In the late
1990s, Indianapolis developed the Marion County Storm Water Master Plan.
The fee was first instituted in 2001 to cover the $300 million plan.
