Is Low Bid The Best Bid?

"Low bid doesn't always mean the best value for the taxpayer," said Lu Hillmer of the Speedway Town Council.

Hillmer raised the issue concerning the capture rate of recyclables at the March 26 council meeting. From her observation, she is curious how Best Way Disposal could achieve high efficiency rates with its recycling program when all of the recyclable materials are smashed together in one truck painted recycle on the side.

She did not think sorting from one pile could recover many of the recyclables when the glass and paper are all smashed together. She said this is much different than Ray's Trash Service practice. The company's truck had dividers for papers, glass, plastics and cans.

According to Best Way Disposal, the recyclables are separated at a transfer station in Muncie.
Hilmer said she was going to look into the matter.
