Speedway Utility Management LLC Request IURC Hearing

Speedway Utility Management LLC is petitioning the IURC for less regulation since its proposed project would be dealing with industrial and commercial customers. The utility was formed to operate, manage and own a central utilities complex to produce and deliver steam as well as process industrial wastewater for its initial primary customer, Allison Transmission Inc.

Because of the limited customer base of commercial and industrial users, Speedway Utility Management LLC is petitioning that the IURC be prohibited from its regulatory exercise over the company.

The Speedway Utility Management was created at the request Speedway Redevelopment Commission's plan to provide another source of energy and purification and treatment of industrial wastewater. Citizen Thermal Gas formed the Speedway Utility Management LLC to operate and manage the energy center that is to be located on the west side of Polco at the planned extension of Gilman Drive . The petitioner is requesting the approval to use an alternative regulatory plan per IC 8-1-2.5-6.

The pre-conference hearing is scheduled for December 19 in IURC Conference Center room 222 at 10:30 am.

The utility's 30 day public comment to obtain its minor source operating permit started December 6. The air permit is needed to allow the emission of pollutants as an end product from the operations of four boilers and an emergency diesel generator. The operations could potentially release 54 tons per year of carbon monoxide, 36 tons of nitrogen oxide, and 5 tons of particulate matter if the facility operates 24/7 year round. The permit has been filed with the City of Indianapolis Office of Environmental Services and IDEM for review. Public comments can be made to OES, Carmen Bugay, 2700 S.
