Kiger Retains Seat

Clermont Town Council called off the search of looking for new council members to fill the vacancy of Vonda Kiger. Kiger decided not to run again for the 2007 town council election, and nobody else bothered to file for candidacy either, thus leaving a vacant seat.
The town council was preparing to make a selection until it was discovered that Kiger retains her seat until 2011 through Article 15, Section 3 in the Indiana Constitution.
Leslie Barnes of the election division of Indiana Secretary of State's
Office explained Kiger will retain the seat unless she decides to resign.
Because Kiger is not a Democrat or Republican, the council would have the
power to fill the seat if a resignation occurred. Most candidates are associated
with a major party that fills vacancies by calling for a caucus vote.
Barnes explained the logic behind the provision was to prevent local government from shutting down if people chose not to run for town council.
