Utilities Complex Is Still Preliminary

According to Mary Beth Fisher of the IURC, Speedway Utility Management
LLC has filed for an extension for its pre-hearing conference with the
IURC. The company, a wholly owned subsidiary of Citizens Utilities Management,
filed a petition in November requesting the commission exempt Speedway Utility Management from the IURC's regulations . The company will own and operate the central utilities complex to be built near Praxair Gasification's lime pile to provide steam and industrial waste water treatment services to Allison Transmission.
Dan Considine of Citizen's Gas said the project is still preliminary. He
indicated that it is a complicated process with many issues to consider.
The LLC received its air permit approval from the City of Indianapolis
Office of Environmental Services on Jan 11. The permit cites that construction
should have begun by January 2008 and be operational nine months later.
Speedway Redevelopment Commission Executive Director Scott Harris explained
other delays have occurred with obtaining permits from the state as well
as addressing the issue of the Praxair's lime pile. The original plan called
for the extension of Gilman Street through the area currently occupied
by the lime pile to connect to Polco Street. Due to the expense to move
the lime pile, discussions now center on having Gilman rerouted to the
south to connect to the proposed realigned Tenth Street.
The IURC evidentiary hearing is scheduled March 3.
