Ordinance 1084 Creates More Parking Restrictions

Cars parked on lawns will soon face restrictions if the Speedway Town Council adopts ordinance 1084 at the May 29 meeting. The proposed ordinance passed muster with the council during its first reading at the May 14 meeting. Councilors Jeff Hartman and Lu Hillmer worked with the town attorney Kimberly Blanchet to draft an ordinance that prohibits cars from parking on any portion of the lawn. Hillmer has been pushing for this type of ordinance for some time in an effort to maintain the town's visual appeal.

The parking restrictions exceptions are Indianapolis Motor Speedway's racing events, washing the car and loading or unloading. The ordinance did not specify the time allotment that a car could remain on the lawn for washing, loading or unloading.

AN ORDINANCE TO ADD SECTION 10.12.215 CONCERNING LAWN PARKING RESTRICTIONS TO THE SPEEDWAY MUNICIPAL CODE


WHEREAS, the Town Council of the Town of Speedway, Indiana (the “Town”) has determined it necessary to restrict parking on any portion of any lawn within the Town limits.

NOW THEREFORE, BE IT ORDAINED by the Town of Speedway, Indiana that Section 10.12.215 of the Speedway Municipal Code is added to read as follows:

Section 1 . Section 10.12.215 of the Speedway Municipal Code is added to read as follows:


“ 10.12.215 Lawn Parking Restrictions. No person shall park any vehicle on any portion of any lawn located within the Town limits other than for purposes of and while such vehicle is actually being loaded, unloaded or washed or for purposes of parking vehicles for the major racing events (as permitted by the Town of Speedway) at the Indianapolis Motor Speedway (a) for the “ Indianapolis 500 Mile Race ”, and during the two (2) weekend qualifications periods preceeding this race. This would include the Thursday, Friday, Saturday and Sunday nights of the “ Indianapolis 500 Mile Race ”, and the Friday, Saturday and Sunday nights of the two (2) qualification periods, typically held the weekends proceeding this major racing event, and (b) for other major racing events (such as the “ Brickyard 400 ” and “ US Grad Prix ”) similar parking restrictions shall be implemented during the three (3) nights prior to and also the night of the racing events. This would include the Thursday, Friday, Saturday and Sunday nights of these other racing event weekends, or, if any of these race events is postponed on a day-to-day basis following the scheduled day of the race, the day the race is completed .”

   Section 2 . This Ordinance shall be effective upon passage.
