Permits Filed with Indiana DNR

A new Dry Run channel to connect with Little Eagle Creek is a necessary element to the realignment of the 16th Street project.

Speedway Redevelopment Commission Executive Director filed two permit application information reports with the IDNR (Division of Water) on March 3 to start the process.

The permits explain the 16th Street realignment will mean moving Dry Run Ditch by 2,010 feet and filling in the existing Dry Run Ditch. The project also means moving Polco Street to the east, so Dry Run will flow under the existing 16th Street crossing in a southeast direction under the proposed Polco Road. It will eventually connect to the Little Eagle Creek. The excavation material for the new channel will be used as fill material for the old ditch, with additional fill brought in from an outside source.

The second permit describes building a new three-span prestressed concrete bridge 160 feet south from the existing 16th Street bridge over Little Eagle Creek. The bridge structures will separate the west bound and east bound traffic. The roundabout will be located at the confluence of Dry Run and the abandoned railroad track. The permit stated the project is to be funded locally, but no dollar amount was included.

According to Larissa Heller of the IDNR Division of Water, the time frame "depends on the project. I assume modeling will be involved, so we would maybe be looking at 60-180 days. The review will not start until we receive the complete project plans."
